Students in my CSR courses dig their heels in when "mandatory" comes up in the discussion (These are communications and public relations students, not business students.) They genuinely like the idea of voluntary, but think that it would diminish "good' to require CSR and reporting. Wonder how this would play out with US CSR followers only?
